			<content:encoded><![CDATA[<p>MANILA, Philippines &#8212; President Gloria Macapagal-Arroyo has signed into law the Personal Equity and Retirement Account (PERA) bill in ceremonies in Malacañang Friday.</p>
<p>With the signing of the measure, the country&#8217;s savings rate is expected to increase as it allows tax-free personal retirement accounts.</p>
<p>The bill aims to promote the culture of savings among Filipinos, particularly overseas workers, who are not members of either the Social Security System or the Government Service Insurance System.</p>
<p>Under the law, an individual can make a maximum contribution of P100,000 per year to his/her PERA account. For married individuals, contributions can be as high as P200,000, and for an OFW and his or her spouse, the maximum amount is P400,000.</p>
<p>Contributions should be invested in a qualified &#8220;PERA Investment Product,&#8221; which may be a unit investment trust fund, mutual fund, annuity contract, insurance or pension products, deposit product, pre-need pension plan, shares of stocks, exchange-traded bonds, or any other investment product or outlet.</p>
<p>Contributors are entitled to an income tax credit equivalent to 5.0 percent of the total PERA contribution, according to the law.</p>
<p>Income from contributions is tax-exempt, it said.</p>

			<content:encoded><![CDATA[<p>THE Overseas Workers Welfare Administration in the Central Visayas (OWWA-7) is now accepting nominations to the 2008 Search for Model OFW Family of the Year Award (MOFYA).</p>
<p>The search aims to recognize the sacrifices and achievements done by overseas Filipino workers (OFWs) and their families.</p>
<p>The award highlights the success of OFWs and their families in managing the impact of overseas employment in family life, and to exemplify their best practices toward optimizing the gains of migration.</p>
<p>Any organization, association or group can nominate either land-based or sea-based OFW head of the family.</p>
<p>The nominee must have a minimum of four years working experience abroad; have maintained constant positive communication with his/her family; must be an active member of Filipino civic organization/s; must have at least one family member who is successful in his/her profession and has shown successful management of family finances.</p>
<p>The winners from the land-based sector and sea-based sector will compete in the national finals.</p>
<p>The nomination forms, search mechanics and criteria are available at the OWWA-7 office at LDM Building, Legaspi Street, Cebu City (near Plaza Independencia).</p>

			<content:encoded><![CDATA[<p>An overseas Filipino worker (OFW) was arrested by airport policemen for making a &#8220;bomb joke&#8221; at the Ninoy Aquino International Airport (NAIA), radio dzMM reported Saturday.</p>
<p>Chief Superintendent Atillano Morada, Aviation Security Group chief, identified the OFW as Joel Laurente, 40, of Cavite province.</p>
<p>Morada said airport security personnel at the NAIA Terminal 2 were checking Laurente&#8217;s bag when he said he had a grenade.</p>
<p>The Filipino worker has a scheduled flight to London when he made the joke.</p>
<p>Laurente was immediately arrested for violation of Presidential Decree 1727, which declares as unlawful the malicious dissemination of false information or willful making of any threat concerning bombs, explosives or any similar device or means of destruction.</p>
<p>The overseas worker will face a five-year jail term if found guilty.</p>

<p dir="ltr">The second richest country in Europe and third around the world is in need of engineers, nurses, health workers as well as skilled workers.</p>
<p dir="ltr">With its small population, Norway has also become a home to many Filipino seafarers and nurses.</p>
<p dir="ltr">&#8220;Ang latest openings ay sa ating magagaling na engineers especially in the last two years. Mayroon nang nakuha ditong mga 80 na mga kababayan natin. Marami silang demand for skilled workers, from welders to civil engineers especially,&#8221; said Philippine ambassador to Norway Victoria Bataclan.</p>
<p dir="ltr">Every year, at least 5,000 job vacancies are available in Norway not only to Filipino workers.</p>
<p dir="ltr">Reports added that the employment process is a little difficult for health workers because they are required to learn the language and go through two years of work as health attendants.</p>
<p dir="ltr">Once the process is completed, an employee is assured of many benefits for themselves and their families.</p>
<p dir="ltr">&#8220;Maganda and kanilang mga sweldo at bukod doon ay yung pamilya nila madadala nila kaagad,&#8221; Bataclan said.</p>
<p dir="ltr">Meanwhile, Labor and Employment Secretary Marianito Roque said negotiations are on going to increase the deployment of Filipinos to Norway.</p>
<p>&#8220;For the last five years, naga&#8211;average tayo ng three percent increase sa deployment natin every year. But this particular year, 2008, mid year pa lang nasa 12 percent na ang increase natin. This will be a continuing trend kasi ang demand nandoon pa din,&#8221; said Roque. <strong>Reports from Bandila</strong></p>

			<content:encoded><![CDATA[<p>MANILA, Philippines—The Philippines has put on hold its plan to offer Treasury bonds for overseas Filipino workers as the reversal of the peso uptrend &#8212; which previously diluted the local currency equivalent of foreign exchange remittances &#8212; made this project a less urgent concern this year.</p>
<p>“It&#8217;s not exactly dead. We can still do that, but not now,” National Treasurer Roberto Tan told reporters Monday.</p>
<p>Bangko Sentral ng Pilipinas Deputy Governor Diwa Guinigundo said in a separate interview: “As far as we&#8217;re concerned, we&#8217;re still discussing how to provide some assistance to the OFWs.”</p>
<p>“It can be through a bond flotation and the proceeds can be used to provide funds for housing. It&#8217;s another issue for the national government to decide on whether this will form part of fund-raising for 2008. It can be done in 2009,” Guinigundo said.</p>
<p>Other government sources said the planned OFW bond offer was deferred because the Bureau of Treasury had instead seen strong demand for peso-denominated Retail Treasury Bonds (RTBs), a recent offering of which raised P70 billion for the national treasury.<br />
Out of the total funds raised from the RTBs, a hefty P60 billion was snapped up by retail investors, while the remaining P10 billion went to government-owned and -controlled corporations like the Social Security System, and the Government Service Insurance System.</p>

			<content:encoded><![CDATA[<p><span id="UsrStory1_lblBodyArticle" class="pspacer"><font face="Arial"> <font size="2">A Filipino overseas worker based in Brussels, Belgium was duped of more than P90,000 by a syndicate allegedly engaged in text scam. </font></p>
<p><font size="2">Petronila Baal could not believe that she was victimized by a syndicate who even used the names of some high-ranking Philippine officials to carry out their illegal activity.</font></p>
<p><font size="2">Baal said the scam began on July 30 when she received a text message from a certain Ed Robles who introduced himself as an official of a Philippine-based telecommunications company.</font></p>
<p><font size="2">The text message she received read: &#8220;Congratulations! Your SIM number won cash prize from PCMC thru CPV electronic raffle. Call me up now for the mechanics to claim ur prize, I&#8217;m Ed Robles.&#8221;</font></p>
<p><font size="2">After receiving the message, Baal said she immediately contacted the suspect to ask him how she can claim her prize. After that, Baal sent money four times to the suspect through Western Union.</font></p>
<p><font size="2">&#8220;Una, ang nakuha po nila sa akin ay P6,000 na ibabayad daw sa kanila ng Western Union. Pangalawa, &#8216;yung sa BIR tax exemption na P15,000 naman yun. &#8216;Yung pangatlo, P30,000 dun sa sinasabing royalty tax at yung P40,000 para raw po sa pagsa-sign ni Speaker [Prospero] Nograles,&#8221; Baal said.</font></p>
<p><font size="2">Baal said she just borrowed the money she sent to the con artist since she was eager to get the promised prize of P600,000.</font></p>
<p><font size="2">She initially thought of surprising her family back in the Philippines with the prize.</font></p>
<p><font size="2">On August 4, the suspect again asked her to remit P30,000 which raised her suspicions on the authenticity of the raffle and the prize.</font></p>
<p><font size="2">Aside from Nograles, the scammer also mentioned the name of President Arroyo.</font></p>
<p><font size="2">ABS-CBN’s &#8220;Balitang Europe&#8221; was able to record the actual conversation between the victim and another suspect named Martin Mabalatan Sombilon. Sombilon introduced himself as a manager of the Central Bank of the Philippines.</font></p>
<p><font size="2">In their phone conversation, Baal asked Sombilon the name of the person whom she will send the money.</font></p>
<p><font size="2">Sombilon said a certain &#8220;Chairman George Lim&#8221; is now waiting for the money.</font></p>
<p><font size="2">Meanwhile, the Philippine embassy in Brussels denied that government officials are involved in the scam.</font></p>
<p><font size="2">&#8220;We are now in the midst of investigation. In fact, ini-report din natin ito sa Department of Foreign Affairs sa Manila. Inuulit ko, ito po ay hindi totoo. Hindi po link si House Speaker Nograles, nor si presidente nor any government officials here and I doubt it if Smart is also link in this particular scam,&#8221; said Ambassador Cristina Ortega.</font></p>
<p><font size="2">Ortega also reminded Filipinos not to be fooled by people or groups offering easy money.</font></p>
<p><font size="2">With her money gone, Baal could now only hope that the suspects behind the scam will be arrested and punished.</font></p>

			<content:encoded><![CDATA[<p><span class="newsText"><span class="custom_itxt"><em><strong>Manila, Philippines</strong></em> &#8212; Globe helps keep Filipino families close together wherever they are with its worldwidest services of affordable and convenient call and text offers through Globe Kababayan.</p>
<p>Especially-designed for Overseas Filipino Workers (OFWs), Globe has introduced “Kababayan” Prepaid SIMs in partnership with Bridge Mobile Alliance members SingTel in Singapore, CSL in Hong Kong, Taiwan Mobile in Taiwan and Maxis in Malaysia to allow them to stay connected to their loved ones here by making communication easy and affordable.</p>
<p>SingTel Kababayan SIM users in Singapore can send international text to Globe and TM subscribers in the Philippines at only SGD0.05 per international text and call them at only SGD0.16 per minute.</p>
<p>Using the CSL Kumusta Ka Kababayan SIM in Hong Kong, on the other hand, OFWs there can send international text to Globe and TM subscribers in the Philippines for only HKD0.5 per SMS and call them for only HKD1 per minute on weekends or HKD1.25 per minute on weekdays.</p>
<p>The OK! Kababayan SIM in Taiwan offers international text to Globe and TM subscribers in the Philippines for only NTD1 per SMS and calls to them for only NTD4.50 per minute.</p>
<p>While in Malaysia, the Maxis-Hotlink Kababayan SIM extends international calling rates at RM0.50 per minute and texting rate at RM0.15 per SMS to Globe and TM in the Philippines.</p>
<p>In the Philippines, families of OFWs can also call using Globe and TM at a special rate of P7.50 per minute to their loved ones in Singapore, Hong Kong, Taiwan and Malaysia who are using these Kababayan SIMs by dialing (12801)(country code) (area code) (phone number).</p>
<p>“We are committed to provide easy and relevant communication services to Filipinos around the world and we continue to strengthen our offers with our partners abroad as we deliver this promise,” said Alan C. Supnet, Globe’s Overseas Filipino Communities Segment Business Head.</p>
<p>“Tens of thousands of Filipinos have left the country and now work all over Asia in pursuit of better lives for their families. As we recognize their sacrifice, we provide them with various offerings to ensure that OFWs in Hong Kong, Singapore, Malaysia and Taiwan are never far from home and remain close to their loved ones. Filipinos may expect more from Globe as we forge new strategic partnerships globally that would eventually benefit the Overseas Filipino Communities,” he added.</p>
<p>As a tribute to the OFWs in Singapore, Hong Kong, and Taiwan, Globe celebrated Philippine Independence Day with them, with the support of the Philippine Embassy and Filipino community organizations in these countries.</p>
<p>In Hong Kong, around 8,000 OFWs attended the CSL-Globe Kumusta Ka Kababayan Concert held at Chater Garden which featured celebrities Pops Fernandez, Francis M., Chokoleit, Anton Diva and Side A.</p>
<p>Celebrities Dingdong Dantes, John Lapus and Freestyle joined Pops Fernandez in Singapore at the concert staged by Globe and SingTel.</p>
<p>In Taiwan, OFWs celebrated Independence Day and Migrant Workers Day with Globe and Taiwan Mobile through a variety show featuring celebrities Rachelle Ann Go and Pretty Trizsa.</p>
<p>OFWs lined up in the Globe Kababayan booths set up during the concerts for a chance to win prizes from Duty Free Philippines and Xtreme Magic Sing.</p>
<p>“Each year, Globe joins Filipinos abroad in celebrating Philippine Independence Day as our way of recognizing our fellow kababayans’ efforts to provide better lives for their families back home and thanking them for trusting us to help them stay connected with their loved ones at all times,” said Ferdinand M. Dela Cruz, Globe’s Consumer Wireless Business Group Head.</p>

			<content:encoded><![CDATA[<p><span class="blkin10">DUBAI — Against the backdrop of skyrocketing prices and the need for a technology that enables overseas Filipinos to be in touch with their families living miles away, a laptop-for-every-family programme is now being offered to overseas Filipino workers in the United Arab Emirates. </span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">Launched at the Trade Centre in Dubai recently, the programme is initiated by Intel Technology Philippines, Inc. in partnership with Neo Manufacturing and Services Inc., Bank of the Philippine Islands (BPI) and STI Colleges and Education Centres in the Philippines.<o:p></o:p></span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">Dubbed &#8216;PC Padala&#8217; (Sending Computers), the programme is making Intel-based laptop PCs more affordable and easily accessible to overseas Filipinos in UAE and their families in Manila.<o:p></o:p></span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">Butch Jaurigue, Business Development Director of Intel Philippines, said the Overseas Filipino Workers (OFWs) only need to go to any of the BPI Remittance tie-ups all over the UAE to choose and order the Neo laptop model they need.<o:p></o:p></span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">&#8220;Once they have ordered, they make the payment right there at the partner outlets, and the laptop will be delivered at once to their homes in the Philippines without any hassle of packing, worrying and free of the risk of paying for excess luggage when they go back home for vacation,&#8221; he added.<o:p></o:p></span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">A total of 17 partner outlets and BPI Remittance tie-ups are in UAE. They are the Ahalia Exchange Bureau, Al Ansari Exchange, Al Fardan Exchange, Al Ghurair Exchange, Al Mazrouei Exchange Est., Al Rostamani Int&#8217;l Exchange, Economic Exchange Center, Emirate India Int&#8217;l Exchange, Habib Exchange, Harib Sultan Exchange, Lari Exchange, Sajwani Exchange, Wallstreet Exchange Ctr., UAE Exchange Ctr., Al Falah Exchange Company, Leelah Megh Exchange and Orient Exchange.<o:p></o:p></span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">Through Intel&#8217;s partnership with STI College, one of the computer institutes in the Philippines, recipients of the programme will be entitled to free computer lessons through which they can learn how to use basic computer processing applications and become familiarised with the use of Internet and e-mail, which can keep them in touch with their loved ones working abroad.<o:p></o:p></span><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">Jaurigue stresses that through this initiative, Intel gives the overseas Filipino community in UAE the ability to take advantage of the opportunities and benefits technology can offer to them nowadays.<o:p></o:p></span></p>
<p style="margin: 13pt 0in" class="MsoBodyText"><span style="font-size: 10pt; font-family: 'Arial','sans-serif'">He added that laptops purchased under this programme will be delivered to beneficiary families in the Philippines from Neo&#8217;s local office free of charge, providing buyers much convenience and ensuring that the laptops reach the families in the best condition. Neo also provides after-sales support through its branches nationwide.</span></p>
